Prequal portals ask for a policy, induction, registers and evidence. You can export those from here and upload them. We are not CM3, LinkSafe or Avetta, and we do not submit the pack for you.
What usually goes in the pack
A controlled WHS policy (OHS in Victoria), induction and the training register, hazard and incident registers, a hazardous chemicals and SDS register, and evidence when they ask for it. CAPA if they want to see how you close issues.
We are not the portal
CM3, LinkSafe, Avetta and client portals stay where they are. This software is the company-wide WHS management system you keep current so the next upload is not a Friday night scramble.
It is not SWMS, not inspections, not QR sign-in and not a white card register. If the portal also wants ISO 9001 or 45001, build the system here and use a JAS-ANZ body for the certificate.
What a prequal assessor is actually checking
The person reviewing your upload works through a scoring sheet. For each item they check three things: does the document exist, is it controlled (version, owner, date, signature), and does it match the work you say you do. A cleaning contractor uploading an electrical contractor's template gets marked down on the third test even if the first two pass. Registers get a fourth test: are there real entries in the last twelve months.
Building the pack from your own system
- Describe the business once. AI writes the WHS (or OHS) policy and procedures for the risks you ticked.
- Approve the drafts. Each becomes an issued, controlled document.
- Log the people and their inductions and tickets on thetraining register.
- Add the chemicals you use to theSDS register with current sheets.
- Record hazards, toolbox talks and anyincidents or near misses as they happen.
- When the portal asks, export the PDFs with your logo and upload.

Prequal portals versus ISO certification
A prequal portal checks that you have a WHS system. ISO 45001 certification checks that it meets an international standard, audited by a JAS-ANZ body. Portals do not issue certificates and certification does not skip the portal, though a certified contractor usually passes the portal faster. Most small businesses need the portal first and only meet ISO when a tender names it. SeeISO 9001 and 45001 for tenders for that step.

Common questions.
CM3 is a contractor prequalification service used by many large Australian property owners, facilities managers and councils. A client asks their contractors to register on CM3 and upload their WHS documents. CM3 assesses them and issues a prequalification status the client checks before awarding work. LinkSafe, Avetta, Rapid Global and client-run portals do a similar job.
A signed WHS or OHS policy, a risk management procedure and hazard register, an incident reporting procedure and register, induction and training records, a hazardous chemicals register with safety data sheets, evidence of consultation, emergency procedures, insurance certificates, and sometimes management review or audit evidence. The exact list depends on the client and your risk category.
Documents that are not controlled (no version, owner or date). Policies that are clearly templates with another company's wording left in. Registers that are empty or years old. Missing SDS for chemicals listed elsewhere. Training records that do not match the people named in the induction. Each is a thing a live system prevents.
No. We are not CM3, LinkSafe or Avetta and we have no connection to them. You export the PDFs from your system and upload them to the portal yourself. What we do is keep the pack current so the next request is a ten-minute job, not a weekend.
Most portals reassess every one to two years and ask for updated documents when a policy passes its review date or an insurance certificate expires. With document control and review dates in one place you get the reminder before the portal does.
