An HSEQ management system is one documented system covering quality, work health and safety, and environment. PolicySystem is HSEQ software for Australian small business: it writes that system and then actually runs it.
What HSEQ means here
HSEQ management systems put quality, safety and environment on one document register, one CAPA log, one internal audit and one management review, instead of three separate folders that contradict each other. In practice that is ISO 9001:2015 for quality, ISO 45001:2018 for health and safety, and ISO 14001:2015 for environment. All three start on. You can untick 14001 if environment is not in scope.
What is in the system
Controlled policies with version, owner, review date and draft versus issued. Registers for hazards, incidents and near misses, hazardous chemicals and SDS, training and tickets with expiry, evidence, and corrective actions. Internal audit scored against the clauses you selected, plus management review built from live data. Ask answers from your own issued policies.

These categories are not mutually exclusive. Plenty of businesses keep an inspection app for site checks and use this for the documented system underneath it.
Who it suits
Australian small businesses in cleaning, trades, field services, civil and light manufacturing, typically 1 to 50 people, who were asked for a WHS system, a prequal pack or an HSEQ management system and do not have a QHSE manager to build one.
We are not a certification body. A JAS-ANZ accredited body still audits and issues any certificate.
